NHA PROCUREMENT DEPARTMENT

Indian Preference will be applied to awards made by NHA and we will go to the greatest extent possible to give qualified Indian-owned vendors the opportunity to submit bids and proposals. 

Micro - Small Purchases: Micro purchases are below $5,000 and only one quote is required, provided that the price received is considered reasonable. Small purchases are over $5,000 but not exceeding $150,000. No less than two offers will be solicited to submit quotes. Award shall be made to the lowest acceptable quote, unless award is justified as other than price factor. 

Large Solicitations: All procurement over $150,000 will go through a formal solicitation process that NHA is required to publicly advertise to ensure that solicitations are reviewed by all interested businesses. NHA has advertised in the following: NHA website, Navajo Times, Arizona Business Gazette, Las Vegas Review Journal, Albuquerque Journal, Oklahoman, Salt Lake Tribute website, Denver Post website, and Indian Country Today website. Please note that this is not all-inclusive listing and advertisements may vary. 

As a vendor, you will need to review and submit the following information. Vendor Form: Complete an NHA Vendor Form with supporting documents and if you are an Indian-owned company, please complete the Indian Enterprises Qualification Statement to qualify for Indian preference. 

Materials: Submit brochure to ensure NHA knows what products and services you provide. Review - Please allow two to three weeks to complete the review and response process. Vendor Form.

Sam.gov: All NHA vendors must register in System for Award Management at www.sam.gov. Create a user account and register your entry in SAM. For more information on how to receive a DUNS number and register in SAM, please contact our office at 928-729-6305 and we will provide a small listing of business resources in Arizona, New Mexico, and Utah. 

Indian Preference: If you are 51 percent or more American Indian-owned company, Indian preference may be awarded on contracts per Indian Preference, 24 CFR Subsection 1000 and Subsection 1000.52. In order to quality, NHA has a formal application process, Indian Enterprises Qualification Statement, which must be completed and submitted for review to ensure all requirements are met and are in favor of the Indian-owned.
