Ernest Franklin is the Chief Operating Officer for NHA. He previously served as the Information Technology Division Director, Development and Construction Services Division Director, and Senior Development Coordinator over the past 14 years at NHA. He previously served as the Navajo Nation Telecommunications Regulatory Commission Executive Director and the Navajo Nation Design and Engineering Services Program Manager. Franklin has implemented over $400 million worth of construction contracts to conduct major repairs of 1937 Housing Act stock, modernization of existing housing units, repairs to subdivision streets, and construction of public rental and homeownership units.

Terrilynn Cook is an alumnus of Arizona State University. She earned a bachelor’s degree with an emphasis in marketing and a master’s degree in organizational leadership. Cook is the Chief Administrative Officer for NHA. She leads the support services department through strategic guidance and critical support services to meet the service demands for housing opportunities on the Navajo Nation. Cook previously spent over a decade as a Procurement Specialist with the National Center for American Indian Enterprise Development, working with tribal businesses, enterprises, defense prime contractors, state, federal, and tribal governments in the Southwest.
Raymond K. Nopah is an alumnus of the University of Utah, and a U.S. Navy veteran with 25-years of experience in finance, executive management, and organization policy. Currently serving as the CFO, Nopah manages NHA’s grant funding, capital and financial asset strategies, and regulatory reporting. Mr. Nopah previously served as CFO with
